On the occasion of the 275th anniversary of Montreal (Quebec) and the 150th anniversary of the Confederation of Canada in 2017 in the Group of Historical Studies (Montreal Iranians), I prepared speeches on the history of the evolution of the Canadian and Quebec constitutions that were discussed at the 2016 monthly meeting. Several Quebec and Canadian historical sources and observations of half a century of my life in Montreal have been used in preparing this material. Of course, I am not a historian, but I am interested in knowing the history of the host community. My outlook is undoubtedly influenced by the time and place of my current life (Montreal) and my three identities (Azerbaijani, Iranian and Quebec). I have tried to make the study as neutral as possible. Publication of these speeches is useful and necessary for the Iranian immigrants to Quebec and Canada to get acquainted with the perception of the Quebec and French-speaking Canadians about the Canadian Constitution and their evolution.

به مناسبت دویست هفتاد و پنج سالگی مونترال (کبک) و ۱۵۰ سالگی کنفدراسیون کانادا در سال ۲۰۱۷ در گروه مطالعات تاریخی (ایرانیان مونترال)، من گفتارهایی را درباره تاریخچه تحول قوانین اساسی کانادا و کبک تهیه کردم که در جلسه ماهانه سال ۲۰۱۶ مورد بحث قرار گرفتند
در تهیه این مطالب از چند منبع تاریخی کبکی و کانادایی و مشاهدات نیم قرن زندگی‌ام در مونترال استفاده شده است. البته من تاریخ نویس نیستم اما علاقه‌مند به شناخت تاریخ جامعه میزبان هستم. نگاه و برداشت من بدون شک تحت تاثیر زمان و مکان زندگی کنونی (مونترال) و هویت سه گانه‌ام (آذربایجانی، ایرانی و کبکی) می‌باشد.
کوشش کردم‌ام که تا ممکن است مطالعه بی‌طرفانه باشد. انتشار عمومی این گفتارها برای آشنایی ایرانیان مهاجر به کبک و کانادا با برداشت کبکی‌ها و کانادایی‌های فرانسوی زبان درباره قوانین اساسی کانادا و تحول آنها، به نظر من مفید و ضروری است.
